Benefits
The Authority offers benefits to all full time employees including a health insurance plan, a dental plan, a prescription drug plan, and a medical allowance.
MEDICAL PLAN
The medical plan offered by the City of Lebanon Authority is through Capital Blue Cross. Employees contribute to the plan through payroll deduction consisting of 2 deductions per month. Employees can elect single coverage for $25 per pay or family coverage for $35 per pay. The family is defined as an employee/spouse, employee/child, employee/children, or employee/spouse/child/children.
DENTAL PLAN
The dental plan is through United Concordia and is offered at no cost to the employees. Enrollment can include the employee, employee/spouse, employee/child, employee/children, or employee/spouse/child/children.
PRESCRIPTION DRUG PLAN
The prescription drug plan is available to the employees and their dependents who are enrolled in the medical coverage. It is a 3 tiered plan that includes generic, preferred, and non-preferred medications. A mail order service is available.
MEDICAL ALLOWANCE
All of the employees enrolled in the medical plan receive a Receipt of Benefit Allowance (RBA). The allowance for bargaining unit and non-management employees is $350 per year and management employees is $550 per year. Upon submittal of paid receipts, employees are reimbursed by the Authority for medical costs that were not covered by the insurance.
PAID TIME OFF
SICK LEAVE
Employees receive 1 1/2 days of sick leave for each month of service (18 days per year). This leave is earned for any month in which the employee is compensated for 10 or more days of work.
VACATION
Employees shall be granted annual paid vacation based on the following schedule:
1st year 1 Week
2nd year including 4th year 2 Weeks
5th year including 12th year 3 Weeks
13th year including 20th year 4 Weeks
21st year including 29th year 5 weeks
30th year and over 1 day for each year of employment, maximum of 35 years/35 days
New employees earn vacation for their first year if they start employment before September 30th.
PERSONAL DAYS
Employees receive 4 personal days per year that are earned each quarter.

The following are recognized as paid holidays:

**This day must be used during the calendar year, with approval from the Supervisor.
LIFE INSURANCE
The City of Lebanon Authority provides life insurance at no cost to the employees and retirees of the Authority. The coverage for employees is $20,000, $30,000 for management employees, and $2,000 for retirees.
PENSION PLAN
The employees contribute to the Pennsylvania Municipal Retirement Fund. This deduction is mandatory and it is deducted from the employee’s gross pay at a rate of 5%. Employees are eligible for full retirement at age 60 with 20 years of service. Retirement benefits are based on a formula accounting the years of service and final salary.
SHIFT DIFFERENTAL
Continuous operation employees receive a $0.70 shift differential for working the evening or midnight shifts. Non-continuous employees receive a $0.70 shift differential for hours worked other than their regularly scheduled shift.

UNION DUES
All Union employees will contribute 1.5% of their gross earnings to AFSCME (American Federation of State, County and Municipal Employees). All employees who have not joined the Union who are not management and/or designated as non-union employees, will contribute a fair share deduction from their gross earnings in the amount of 1%. Employees who are eligible can join the Union at any time.
ADDITIONAL BENEFITS OFFERED TO EMPLOYEES
Uniforms (if applicable) and equipment is supplied by the Authority. Employees receive clothing items based on the guidelines outlined in the AFSCME Agreement.
