Jonathan R. Beers, P.E.

Jonathan R. Beers, PE – Executive Director
 
Jonathan Beers was appointed the Executive Director of the Authority in January of 2007 when the Authority formed its own management staff after several decades of contracted management by the City of Lebanon. Jon was formerly the Public Works Director / City Engineer for the City as well as the Consulting Engineer for the Authority since 2001. The Authority’s water and sewer departments were part of the City Public Works Department.
 
Prior to 2001, Jon was a partner in an engineering firm serving Lebanon, Lancaster and Chester Counties. He also previously worked for several engineering consulting firms and Municipal Waste Authorities in Lebanon and Lancaster Counties.
 
Jon resides in South Lebanon Township with his wife, son, and daughter, and serves as Chairman of the South Lebanon Township Planning Commission. He also serves as the Consulting Engineer to Cornwall Borough Municipal Authority and is a Board Member representing South Lebanon Township on the Greater Lebanon Refuse Authority board.
 
Jon is a graduate of Cedar Crest High School, has an engineering degree from Penn State, and is licensed as an engineer in Pennsylvania.
 
When not working on water and sewer issues, his hobbies include family activities, Penn State football, photography, sprint car racing, and railroads.
 
 
 
 

Thomas E. Deitzler III

General Manager

 

Tom Deitzler – General Manager
 
Tom Deitzler oversees the operations of the Authority’s Administration Department, which includes Utility Billing, Accounting, Human Resources, Construction/Project Management, and Geographical Information Systems (GIS). He has over 10 years experience in local government administration, beginning in the City of Lebanon Accounts & Finance Office in 1998. In 2001, he was promoted to Supervisor of Special Services in the City’s Public Works Department, where he began working closely with Authority operations and administration. While in the Public Works Department, he also oversaw the operations of the City’s Traffic Department for one year. In 2007, he was named General Manager of the Authority.
 
Tom graduated from Franklin and Marshall College in 1997, where he received a Bachelor of Arts degree in Government. He received a Masters degree in Public Administration (MPA) from Penn State Harrisburg in 2009. His areas of specialized study include local government administration, public budgeting and financial management, and alternate service delivery methods such as privatization and public-private contracts. 
 
Tom resides in the City of Lebanon with his wife and daughter. In his free time, he enjoys playing basketball, golfing, and riding his Harley-Davidson Fatboy. 
 
 
 
 

Janelle Greenawalt

Janelle Greenawalt - Human Resources Manager
 
Janelle Greenawalt has been with the City of Lebanon Authority since April 2007. As Human Resources Manager, Janelle is responsible for the administration of hiring new employees, benefits coordination, policy enforcement, payroll processing, and employment law compliance. Janelle also heads the Authority’s Safety Committee as well as the Employee Relations Committee. 
 
Before joining the Authority, Janelle worked for a manufacturing company and a vision inspection company.  Janelle has a bachelor’s degree in Psychology from Lebanon Valley College and she has worked in the Human Resources field for the past 11 years. Membership in area organizations includes LAPA (Lebanon Area Personnel Association) where Janelle is the Vice President and SHRM (Society for Human Resources Management). Janelle also volunteers for the Personnel and Finance Committee for the Sexual Assault Resource and Counseling Service (SARCC) in Lebanon.
 
Janelle resides in South Lebanon with her husband and daughter, along with their 2 dogs. In her free time, Janelle enjoys spending time with her family and friends.
 
 
 
 

Josef Horst

Project Manager

 

Josef Horst – Project Manager
 
Josef Horst started with the Authority since 1996 as the Assistant Superintendent of Maintenance at the Waste Water Treatment Facility. In 2000, Joe received the opportunity for a career switch as a pilot and he left the Authority. However in 2005, he returned to employment at the Waste Water Treatment Facility in the capacity of Electronic Maintenance & Construction Technician. Due to his varied background and experience, Joe was promoted to Project Manager in 2008. As Project Manager, Joe is responsible for the direction of new additions, renovations and construction activities throughout the Authority’s facilities, water distribution and waste water systems.
 
Joe worked in commercial construction for twelve years before joining the Authority. In his five year absence he worked for U.S. Airways Express. He was a Regional Airline Pilot serving as a First Officer and then Capitan of a Turbo-Prop Aircraft. Joe also enjoys skiing and sailing. Joe and his family reside in Myerstown.
 
 
 
 

Ronald B. Luciotti

Ron began working in the City Water Maintenance Department in 1961. Two years later, he transferred to the Lebanon Water Filtration Plant in Jonestown. After being drafted in 1964 and 4 years of serving in the military as a water and wastewater processing specialist, Ron returned to the filter plant as an operator. In 1972 when the current water plant was put on-line he was promoted to Assistant Superintendent and again in 1988 to Plant Superintendent.
 
His role as superintendent is to oversee the quality of water being produced at the plant as well as to adhere to regulations set forth by the State and Federal governments. The responsibilities of his department include the water filter plant, Siegrist Dam, Swatara Intake, raw water transmission lines, the 7 water storage tanks, and pumping stations.
 
Ron has seen many changes in our water system and administration in his career with the Authority. He is very proud of the quality of water that his plant provides to Authority customers. In fact, Ron thinks it’s the best water available.
 
When not supervising the operations at the plant, Ron likes to golf, go to the shore and spend time at his cabin.  He is a 1960 graduate of Lebanon High School.  Ron is married to his high school sweetheart, raised two daughters, and resides in Ebenezer.

 

 

James B. Fraytic

James Fraytic has been with the City of Lebanon Authority since 1975. He was a chemist in the plant until 1978. That year he was promoted to Assistant Superintendent. Then in 1981, James was promoted to Superintendent of the WasteWater Treatment Plant. Many improvements to wastewater treatment were initiated by Jim. While working as a chemist, the lab became accredited to run water sample analysis. He has conducted wastewater education programs for PA Department of Environmental Education. In 1986, along with the Environmental Protection Administration, Jim developed the mandated Industrial Pretreatement Program. As a superintendent, Jim oversees the day to day operation of the plant while ensuring environmental protection laws are upheld.
 
He is a 1966 graduate of Lebanon High School. Jim received his bachelors degree in Biology with a minor in Chemistry from Lebanon Valley College in 1970. A year later he returned to LVC for his teaching certificate. From 1972 to 1975, Jim taught science at Patton Masonic School for Boys in Elizabethtown, PA.
 
 
 
 

Michael Long

Michael Long - Water Distribution Superintendent

Michael Long has been with the City of Lebanon Authority since 1984. He started in the Water Meter department and then moved up to a maintenance worker position. In 1998 Mike was promoted to Assistant Water Distribution Superintendent and for the past 4 years has been the Water Distribution Superintendent.
 
Mike is responsible for the daily operations of the water distribution system and oversees 16 employees. The department maintains over 210 miles of water mains and customer service lines within the system and is also responsible for the replacement of water main pipe and the flushing and repairs of fire hydrants. Mike’s department is on call 24/7 to deal with emergencies that could affect the system.
 
 
Mike resides in Jonestown with his wife of 28 years. He is an active member of Zion’s Lutheran Church where he serves on several committees. Mike is also a big brother with the Big Brothers/Big Sisters program. In his spare time he enjoys remodeling projects, traveling and spending time with his family and friends. Mike enjoys car races and is an avid Washington Redskins fan.

 

 

Chuck Eberhart

Meter Department Superintendent

 

Chuck Eberhart – Water Meter Superintendent
 
Chuck Eberhart is the Water Meter Superintendent. He has been with the Authority since 1978. Chuck has been a supervisor since 1981 and currently has 3 employees under his supervision. His department handles the entire meter reading process for water bills. Customer complaints, which can range from no water to high consumption to meter repairs, are also handled by Chuck’s team. They also have the lamentable task of terminating water for non-payment.
 
Chuck is a graduate of Cedar Crest High School, class of 1975. He worked at Good Samaritan Hospital briefly before joining the Authority. He is CPR certified and has a class 1 Water Distribution License. His hobbies include basketball and working out at the YMCA. He is married with 3 adult children. Chuck resides in the City of Lebanon.

 

 

Cherie Prentice-Brown

GIS Coordinator / Network Administrator

 

Cherie Prentice-Brown - GIS Coordinator / Network Administrator

Cherie Prentice-Brown was appointed the Geographic Information Systems (GIS) Coordinator/Network Administrator for the City of Lebanon Authority in 1996. Through a cooperative agreement, Cherie oversees all mapping activities at the County of Lebanon as well as the City of Lebanon Authority. Cherie is also responsible for the Authority’s computers and network infrastructure.

Prior to 1996, Cherie worked as the GIS Coordinator for the Lebanon County Conservation District and as a GIS Specialist for the USDA Natural Resources Conservation Service. 

Cherie attended the University of New Mexico. She resides in the City of Lebanon with her husband and three children. She enjoys shopping, spending time with family and friends but most of all football (go Eagles).

  

 

Sheri Herr

Supervisor of Utility Billing / Accounting

Sheri Herr began working for the City of Lebanon in 1992. She started in the Accounts & Finance Office as an accounting clerk, and was later promoted to the Staff Accountant position. In 1998 she was promoted to Supervisor of Utility Billing and Tax Collection. In 2007 she became Supervisor of Utility Billing/Accounting for the City of Lebanon Authority. Some of Sheri’s responsibilities include overseeing all functions of water and sewer billing and accounts payable for the Authority.
 
Sheri is a graduate of Cedar Crest High School and received her Bachelor of Science Degree from Bloomsburg University where she majored in Accounting. 
 
Sheri resides in Lebanon. She enjoys spending time with family and friends, traveling, watching the Philadelphia Flyers and Penn State football.

 

 

Barry Brandt

Barry Brandt has been an employee of the Water Treatment Plant since 1982. He was an operator for eighteen years. Barry was promoted to Assistant Pant Superintendent in 2001. He is also the back up when Ron Luciotti, Plant Superintendent, is absent Barry’s daily duties include coordinating employee work schedules and assignments. His main responsibility is quality and quantity control and overall Plant Operations, overseeing laboratoryregulations and results, and maintaining DEP Laboratory guidelines.
 
Barry is a graduate of Slippery Rock University with a Bachelors degree in Environmental Science. Outside of work he enjoys scuba diving, archery hunting and working around the house.

 

 

Cora Shenk

Cora Shenk - Wastewater Treatment Plant Assistant Superindendent

Cora Shenk, a graduate of Lebanon Valley College of Pennsylvania with a B.S. Degree in Biology, began her professional career with the City of Lebanon Authority Wastewater Treatment Facility as Laboratory Supervisor in 1987. She was promoted to Assistant Superintendent in 1992 and is a licensed plant operator. 
 
During her time at the facility she has supervised the Collection Systems, Biosolids Permitting and meeting regulatory requirements, Plant Operations and Laboratory. Her duties also include GIS mapping, Asset Management, Infrastructure Maintenance System, Safety Committee and regulation review.
 
Cora and her husband John have 13 year old twins: Matthew and Rebecca (Matt’s older by 7 minutes). She is active with her church youth and choir.

 

Gary Hammer

WWTP Assistant Superintendent - Maintenance

 

Gary L. Hammer – WasteWater Treatment Plant Assistant Superintendent
 
Gary Hammer was hired in 2000 as the Assistant Superintendent responsible for the Collection System, Plant Maintenance and Biosolids land application. He oversees 10 full time employees and part time summer help. 
 
Gary’s duties include coordinating employee work schedules, maintaining the Sanitary Sewer Collection System by Jetting, T.V.ing & repairing the collection system within the City of Lebanon. He also schedules the routine maintenance for the WasteWater Treatment plant, the fleet of Vehicles and Heavy Equipment. Other duties include the overseeing of the Land application of Biosolids to farms in the Lebanon area.
 
Gary is a 1979 graduate of Youngstown State University with a Bachelors degree in Economics. In his spare time Gary enjoys gardening, Bed & Breakfasts and traveling.

 

 

 

Brian DiScuillo

Distribution Assistant Superintendent

Brian DiScuillo started his employment with the City of Lebanon Authority in July of 1996 as a Meter Technician. In 1999, he became a Maintenance Worker until his promotion to Distribution Assistant Superintendent in 2006. As the Assistant Water Distribution Superintendent, Brian’s responsibilities include but are not limited to locating and marking over 210 miles of water main, over 18,000 water service lines and over 1900 fire hydrants for the Pennsylvania One Call Notification System.  He is also responsible for logging new water main, service line, fire line and hydrant information in a collection of 7 intersection drawing books which include over 3500 drawings. Brian's other duties include research and development of new water main projects, as well as writing and maintaining programs to compile data. Along with those duties Brian has sat on the Safety Committee for 12 years and counting and has also been added to the Employee Relations Committee as of 2008.
 
Brian is a graduate of Lebanon High School, Class of 1990. He resides in South Lebanon Township with his wife. Brian is an avid golfer whose dream is to one day retire and go onto the PGA Tour. As for now he enjoys playing golf with family and friends. When he is not working or golfing he enjoys playing poker, playing the Wii, and hanging out with family and friends.

Darren Luciotti - Water Quality Manager
 
Darren has been employed with the City of Lebanon Authority since 1989. He started as a part time summer help employee at the Water Treatment Plant. In 1990, Darren was hired full time as a plant operator at the Waste Water Treatment Plant. He transferred to the Water Treatment Plant in 1991. A year later he became the Maintenance Mechanic, then the Crew Chief. Darren was promoted to his current position as Water Quality Manager in April 2008.  As the Water Quality Manager he is responsible for collecting water samples, lab work, calibrating equipment, responding to complaints from customers/public, and various other duties.
 
Darren lives in South Lebanon Township with his fiancée, two sons and three step children.  In summer he enjoys going to the beach with his family. Some of Darren’s hobbies include coaching youth baseball and basketball, something he has done for the past 10 years. He also loves walking his dog Lulu-Belle. Another hobby he has is playing modified softball. Darren is an avid Pittsburgh Steelers and Philadelphia Phillies fan.

 

 

Leah Cooley

Executive Secretary and Receptionist

 

Leah Cooley – Executive Secretary / Receptionist
 
Leah Cooley has been with the Authority since March 2008. She has many responsibilities as the Executive Secretary. Some of her duties are assisting customers at the reception desk and over the phone for Administration and Waste Water, coordinating mail and maintaining the Authority’s website. Leah is Janelle’s back up for payroll and assists Joe with the project bidding process.
 
Leah is a 2001 graduate of Cedar Crest. She earned her Bachelor of Arts degree in English Writing from the University of Pittsburgh in 2005. She enjoys reading and spends most of her free time at HersheyPark.  Leah resides in North Lebanon Township.
